Numbers stations. Secret shortwave radio stations that play nothing except voices reading sequences of numbers. In an old 1949 Jean Cocteau film, Orpheus listens to one of these stations inside Death's Rolls Royce.

Prevailing theory: they're government intelligence agencies, transmitting the new encryption keys for one time pads, one of the only currently unbreakable encryption methods. (I love how that is actually the most plausible explanation.)
