Take your base, duplicate it and set to Screen as many times as you need.
In this case I duplicated it once and set the layer to Screen 75%.

Go to Layer >> New Adjustment Layer >>Color Balance
Midtones: -40; -25; -100

Again Layer >> New Adjustment Layer >>Selective Color
Reds: C: -56; M: -22; Y: +29; B: +40
Yellows: C: -56; M: +100; Y: -100; B: -100
Neutrals: C: +27; M: +13; Y: -29; B: 0

Now Duplicate your original base, bring it on top and Desaturate (Shift+Ctrl+U) it.
Then go to Filter>>Blur>>Gaussian Blur
