http://www.jsonline.com/story/index.aspx?id=708236

pay down that debt more quickly by increasing the time the center is open to the public

Ozaukee officials not ready to forgive ice center debt

Port Washington - Ozaukee County supervisors Wednesday seemed reluctant to forgive nearly $400,000 still owed the county by organizers of the Ozaukee Ice Center but willing to let the group pay down that debt more quickly by increasing the time the center is open to the public.

The Ozaukee Ice Association, which operates the center, is asking the county to turn over ownership of the facility to the association and forgive the loan to make it easier for the group to raise $3 million to $6 million to install a second sheet of ice at the rink on Pioneer Road at the Mequon-Cedarburg border.

Ice center officials say the second sheet is necessary to keep the operation financially viable and to accommodate the increasing demand for ice time by schools, youth teams and others.

"It's a moral issue," association Vice President Gary Wickert told supervisors Wednesday. "You're not just saying no to a second sheet of ice" if the loan is not forgiven, "you're saying no to all these children" who use the center.

"It is a moral issue," Supervisor Joe Dean responded. "You have a moral obligation to pay back the $500,000 the county loaned to you."

The ice center was built in 1996 with $1.8 million in private donations, $300,000 in site improvements paid by Ozaukee County and a $500,000 county loan. The group pays the county $13,000 a year on the loan, on which about $380,000 is left.

Ice center officials say a second sheet will allow them to stage tournaments that will raise revenue for the center and contribute about $250,000 annually to the local economy.
