PSP8 tutorial
As requested.

Image hosted by Photobucket.com to; Image hosted by Photobucket.com

1. First, I started out with my picture, mirrored it, and cropped it down to 100X100: Image hosted by Photobucket.com
2. Duplicate the background and set it to screen 100%.
3. Add two layers of a dark blue color, set to exclusion 100%.
I used: Image hosted by Photobucket.com
4. Copy merge the whole thing, and paste the merged layer on top. Set it to Soft light.
5. Add 3 layers of a light blue color set to burn 100% underneath the soft light merged layer.
I used: Image hosted by Photobucket.com
6. Copy merge the whole image again, and paste it on top. Set to normal.
7. Go to "enhance photo" at the top of the screen.
Image hosted by Photobucket.com
8. Click "automatic contrast enhancement" Image hosted by Photobucket.com.
And set it like so: Image hosted by Photobucket.com
9. Then click "automatic saturation enhancement" Image hosted by Photobucket.com
and set it like so: Image hosted by Photobucket.com

*and voila. you're done: Image hosted by Photobucket.com*

Use this techniqe to get icons like:
