Other examples:

Take your base, duplicate it and set to Screen as many times as you need.
In this case I duplicated it once, and set the duplicate to Screen 65%.

Layer >> New Adjustment Layer >> Color Balance
Midtones: Cyan/Red +17; Magenta/Green +23; Yellow/Blue -51
Shadows: Cyan/Red +12; Magenta/Green +2; Yellow/Blue -59
Highlights: Cyan/Red +20; Magenta/Green +13; Yellow/Blue -23

Layer >> New Adjustment Layer >> Photo Filter
Use Color>> #ff0000; Density 25%
 >>

Duplicate Photo Filter Layer.
 >>

Select >> All (Ctrl+A), Edit >> Copy Merged (Shift+Ctrl+C), Edit >> Paste (Crtl+V) and set the layer to Soft Light 75%.
Then go Image >> Adjustments >> Hue/Saturation and set Saturation to +20
 >>

Layer >> New Fill Layer >> Solid Color

Set the layer to Soft Light 85%
 >>

Layer >> New Fill Layer >> Solid Color
#fad9d9
Set the layer to Color Burn 85%

Layer >> New Adjustment Layer >> Color Balance

I'm not really sure.
Channel Mixer could work if you add red a lot and other colors a little. And then make less brightness/contrast & saturation.

I got this that way. Quite similar.

This is awesome! Doctor who, I've noticed (not just that particular scene) has a lot of blue lighting, so it's great to have something to help get rid of it! Love it ^_^
